fixup! Make read_ich_descriptors_from_dump() available in flashrom

Browse Source 
Add a guard around read_ich_descriptors_via_fdo() which uses raw
hardware access and is only called from `ichspi`.

Fixes linking in case `NEED_RAW_ACCESS != 1`.
