flashrom: Check for flash access restricitons in write_flash()

Make write_flash() skip unwritable regions if
FLASHROM_FLAG_SKIP_UNWRITABLE_REGIONS is true. If the flag is false
write operations that include an unwritable region will not write
anything and return an error.
